A tender can change while you are preparing it. PPRA review material explains that a procuring entity may amend tender documents before the submission deadline by issuing an addendum, and that the addendum becomes part of the tender documents.
Operational rule: every addendum should trigger a fresh review of your checklist, not just a quick read.
What can change
Real addenda have changed closing dates and tender-security requirements. Others can change qualification criteria, specifications, forms, quantities, delivery details or instructions. The effect depends on the tender, so do not assume the change is minor from the file name alone.
Do not keep the date from the original advert if the addendum extends or moves it.
If a qualification category, licence or form changed, update the checklist immediately.
Amount, form or validity may be affected.
Remove superseded forms and make sure the final package reflects the current instructions.
